Most of the countries that voted no this round where absentee votes previously. Only three countries switched from yes to no, Bosnia, Kiribati, and Papua New Guinea.
It is interesting that the bulk of Europe voted no, and the reason they give above makes as much sense as "53⁰ North because applesauce".
I think a lot of times when people hear these nonsensical or circular excuses and it doesn't make sense to them, they think thats because they are dumb and they just nod in agreement, "yup yup makes sense".
Thats what I do when my mechanic is talking to me and I suspect that's whats at play here too.
